CPU Frequency high

My cpu frequency always remain on highest in balance mode even there is no program running. I have searched a lot on internet but nothing is working . Please some one help.

you have only one option that you must format your C Drive.

clean install operating system again. No other way

Reinstall windows and check if the problem still exisist

boot ur system and again install win

check the process with high CPU USAGE
WITH resource manager
locate file
delete in recovery mode
