Slow speed in Aircel 2g ( 1-3 kbps)

Hello dm friends I had recharged my Aircel no. (1st november) with Rs 249 (Unlimited for 60 days) .It was fine for first 2 days ,was getting 10-30 kbps download speed in idm or uc browser ,but on 3rd nov morning it was giving very less speed ,even simple page is not opening in opera mini or uc in mobile download speed is 1-3 kbps. Contacted customer care ,those stupid people said to clear cache and cookies .And also i confirmed from customer care and aircel website that this data plan has no FUP ,,so please tell me why i am having such low speed?

There must be FUP , as per my knowledge all plans in aircel has Fup
