TCP connection works on Default Browser Only

Hello i really require some help.All tcp connection are allowed at default browser at zero balance but a they have blocked some vpn like psiphon handler vpn .is there any other way i can make a TCP tunnel .i have working host .No udp port is open on server .If on data package port 9201 is open i can bypass data limit by using udp tunneling (pd proxy or droid vpn)?

If you are able to connect to tcp vpn then you must be able to use in other browsers too, because vpn automatically tunnels all passing traffic.
