Help for ports

Hi friends,
Help me to know that,
Im from Maharashtra and all TCP ports are closed here.
is it possible to use other states sim card which have TCP ports open.
will tcp config work for me if i use other states sim card.

will work absolutely if tcp 443 port is open in the state of the other sim
