anybody knows difference between port and local bind port??

well a computer is uniquely identified by the IP address but the different services in the computer which needs to send and receive data are uniquely identified by PORT no. and different ISPs bind some special port no. to any software of service which uses network to send and receive data.
so that this perticular software will always use the perticular port no.
