aircel problem

I have mnp converted aircel 3g number. I am roaming in mh at present. I am not able to call 121 nor send sms to any of 121 numbers. I want to start 3g (if available in pune) by sending message but it says message sending failed. I contacted my other mobile number and call was send to that number. there is balance in the card.
