download ultrasurf and use it after connecting with vpn means pd.....it solves cases a no. of time and in vpn proxy change the proxy until it get works..
tcp time error cases in 3 reasons:
1.if tcp is closed there
2.if proxy is not working i mean http proxy
3.if hp is not working...
so go to pd proxy and go to headers section and write hp of ur area in this format

Headers : Host:********
X-Online-Host:********
here ******* must be replaced by the hp of ur area ....
hope this will work for u......
