You have to try yourself ,yet we r unable to open blocked tcp ...
On airtel bihar sim Tcp Never connecting also.

No way to open TCP ports once its blocked .. Its open when operator gives free internet service that time they open for the offer. Its up to them..

No your TCP port gets open when you have data bal or main bal. So there's gotta be some glitch in the server
