just deactivate 3g and switch of phone for 8 hours or a day ......then next day try to activate 3g at 0 balance .......and ur spped capped solve!!!!!!!!

I don't know that in Chhattisgarh Airtel 3G is banned or not but if its banned then chances are very low to uncap your speed as 3G menu/services won't be deactivate/activate with SMS/USSD codes

But if Airtel 3G is not banned in your area then follow kaaz advice, it sometime works
